Extranjería Vigo: Rúa Teófilo Llorente for permits, the police of the province for papers

In Vigo, extranjería means two kinds of address. The Oficina de Extranjería at Rúa Teófilo Llorente 4 decides authorisations: work, residence, family, the card for a European’s relatives. The NIE, a European’s green certificate and the TIE card are police procedures, and policia.es currently lists no unit for foreigners in Vigo itself. This guide sets out what each address lists, from the official pages.

Who it concerns

Anyone in Vigo or its area who wants to know which address handles their procedure before booking.

Where it is done

Rúa Teófilo Llorente 4, Vigo, for authorisations; C/ Joaquín Costa 17, Pontevedra, and the units in Tui, Marín, Vilagarcía de Arousa and Salvaterra de Miño for police procedures; your cita previa confirmation names the office

  4. Fee proof, where there is a fee

Rúa Teófilo Llorente 4: the Oficina de Extranjería

Sede 2 of the Oficina de Extranjería en Pontevedra, part of the Delegación del Gobierno en Galicia, is at Calle Teófilo Llorente 4, bajo, 36202 Vigo (the Concello writes rúa, State pages calle). Hours on its page: weekdays, 9:00–14:00, with a single phone line, 902 022 222, for information on applications at any hour. It links to the cita previa system, to an online enquiry box (buzón de consultas) and to the foreigners’ procedures of the State’s online office. Its list, summarised (the EX-19 family card for a European’s relatives is among them):

  • Permits to reside and work, employed or self-employed, including research and services provided across borders, first grants and renewals
  • Permission to work for those who already reside, and the cases exempt from a work permit
  • Residence without working (residencia no lucrativa), first grant and renewal
  • Bringing family over (reagrupación familiar)
  • Arraigo, and residence on other exceptional grounds
  • Long-term residence, Spanish and EU
  • Stays for study, student mobility, unpaid traineeships and volunteering
  • The family card of Union citizens, temporary and permanent
  • Residence of minors, changes of situation, cédulas de inscripción, expulsions, appeals

What Teófilo Llorente leaves to the police

A second list on the page, “trámites que se realizan en otras sedes”, covers what goes to police stations and brigades instead: the return authorisation, short-stay extensions, travel documents, the European’s green certificate, asylum and refuge, the TIE, from the TIE prints to the card, and the NIE. None of these is filed on Teófilo Llorente, and the page does not name the police unit.

Sede 1 of the same Oficina, at Calle Michelena 28, 36002 Pontevedra, shows the same hours, the same list and the same division of work; its entry adds that a cita previa is essential. Neither entry lists the new authorisation for relatives of Spanish citizens, which the same page gives only for A Coruña.

C/ Joaquín Costa 17, Pontevedra: the Brigada Provincial

At C/ Joaquín Costa 17, 36001 Pontevedra (986 868 849), the Policía Nacional keeps its Brigada Provincial de Extranjería y Fronteras; the general directory gives the same address for the Comisaría Provincial, switchboard 986 868 383. Its list is the longest in the province and the only one that includes non-lucrative residence and asylum. policia.es publishes no opening hours. In English, and in our own order, it lists:

  • New NIE numbers, and certificates of an existing one
  • Registration of EU citizens and their relatives
  • Issue of the TIE card
  • Students, and extensions of stay
  • Return authorisations
  • Non-lucrative residence
  • Asylum and refuge
  • Travel documents, and cédulas de inscripción for those who cannot get a passport
  • Letters of invitation, and nationality reports

Tui, Salvaterra de Miño, Vilagarcía de Arousa, Marín

policia.es lists four more units for foreigners in the province, each with its own list and none with published hours:

  • Tui: Centro de Cooperación Policial y Aduanera, C/ Párroco Rodríguez Vázquez 3, 36700 (986 600 316). The NIE, Europeans’ registration, card issue, permission to return, students, extensions of stay, invitation letters and nationality reports
  • Salvaterra de Miño: Unidad de Extranjería y Documentación, Avda. de Portugal 2, 36450 (986 658 081). The same list as Tui
  • Vilagarcía de Arousa: Comisaría, Avda. de la Marina 9, 36600 (986 565 753). The same, plus travel documents and registration cards
  • Marín: Comisaría, C/ Lameira 27, bajo, 36900 (986 839 576). TIE issue, EU registration, extensions, letters of invitation and nationality reports, but no NIE assignment

The police stations inside Vigo

The general directory of policia.es lists two stations in the city, the Comisaría de Vigo Centro on C/ Luis Taboada 3 (986 820 296) and the Comisaría de Vigo Traviesas on C/ Álvaro Cunqueiro 6 (986 820 200). Neither appears on its current list of units for foreigners.

The second one did, until early 2024. Copies of the police list kept by the Internet Archive, up to January 2024, show the Comisaría de Vigo Traviesas with the full set of foreigners’ procedures, NIE, EU registration and TIE issue included; later copies, and the live page, no longer carry it. An archived copy of the booking system’s office list for the province, from October 2021, offered the same station. And the Universidade de Vigo’s current guide for incoming staff still gives “Vigo National Police Station: Álvaro Cunqueiro, 6” as the place where newcomers apply, by appointment, for the number, the EU certificate and the card.

No official page we read says why the station left the list, or what it handles today. Book for the province of Pontevedra, and let your cita previa confirmation tell you whether that station, or another unit, is yours.

Finding the doors

None of the official pages we read gives directions or public transport for Rúa Teófilo Llorente or for C/ Joaquín Costa 17. The entries on policia.es and on the Delegación’s page link to a map: look your address up before the day, and if the confirmation sends you to Pontevedra, Tui or Salvaterra, allow time for the journey out of Vigo.

In Vigo

Two kinds of address: Rúa Teófilo Llorente 4, bajo, 36202 Vigo (902 022 222, weekdays 9:00–14:00) for authorisations and the EU family card; the police units of the province, led by the Brigada at C/ Joaquín Costa 17, Pontevedra (986 868 849), for numbers, EU registration and cards. C/ Álvaro Cunqueiro 6 in Vigo left the police list in early 2024; the Universidade still names it.
