The EX-19 in Vigo: a residence card through your European family

A spouse, partner, child or dependent parent from outside the EU, related to a European living in Vigo, applies on form EX-19 for a personal residence card, which the Oficina de Extranjería at Rúa Teófilo Llorente 4 lists among its procedures; the fingerprints and the plastic card are then a police step. If your relative holds Spanish nationality, a different authorisation applies: see the last section.

Who it concerns

Family from outside the EU joining, or already living with, a European resident of Vigo or nearby.

The form

EX-19

Where it is done

Oficina de Extranjería, Sede 2: Rúa Teófilo Llorente 4, bajo, 36202 Vigo (902 022 222), weekday mornings 9:00–14:00

Put these in your folder

  1. The EX-19 bearing your signature
  2. Passport and a photocopy
  3. Your European relative’s certificate and identity document
  4. Civil-status certificates, apostilled, with a sworn translation
  5. Evidence of shared life or dependence, where relevant

Relatives the card covers

The list covers relatives on both sides of the couple:

  • Husband or wife
  • Registered partner, or a partner in a proven stable relationship
  • Descendants below 21, and older descendants who are dependent
  • Ascendants (parents, grandparents) who are dependent

Start with the European’s green certificate

Your card hangs from the European’s residence here. If they live in Vigo, their green certificate (EX-18) should be in hand before you apply: your file will ask for it.

Papers that show you are family

Marriage and birth certificates issued abroad normally need an apostille or legalisation, and a version by a sworn translator (traductor jurado) when they are not in Spanish. Order them early: they are the slowest part of the file. Add your passport, the European’s certificate and passport or ID card, and evidence that you live together or depend on them, where that applies.

Two addresses, one after the other

In Vigo, the card for a Union citizen’s family member, temporary and permanent, appears on the Delegación del Gobierno’s list for the Oficina de Extranjería at Rúa Teófilo Llorente 4, bajo (902 022 222; weekday mornings, 9:00–14:00); its seat in Pontevedra, Calle Michelena 28, lists it too. The plastic card is a police product: the same page sends the TIE to police offices, so after the decision you book the TIE prints for the province and later collect the card.

If the European is Spanish

Then the EX-19 card is not for you. Since 2025, when the reformed immigration regulation took effect, the family of a Spanish citizen applies for an authorisation of its own, which the Delegación del Gobierno en Galicia names “Autorización de residencia de familiar de español”. Its page lists that entry for the Oficina de Extranjería in A Coruña, not for Teófilo Llorente or for Michelena in Pontevedra, so it does not yet say where this province takes it. Tell us before anything is booked.

In Vigo

This card has a Vigo address: the family card for Europeans’ relatives is on the Delegación del Gobierno’s list for Rúa Teófilo Llorente 4, bajo, 36202 (902 022 222). The plastic card is then produced by the police, at the unit of the province your fingerprint booking names.

Questions people ask about this

Is the EX-19 filed at Teófilo Llorente?

Yes, going by the Delegación del Gobierno, which lists the card at the Oficina de Extranjería on Rúa Teófilo Llorente 4. Book the procedure and check the office on your confirmation.

I am married to a Spaniard. Does the EX-19 apply?

No. Relatives of Spanish citizens now have their own authorisation, the “Autorización de residencia de familiar de español”; the EX-19 card is for the family of other Europeans.

We are not married. Can my partner apply?

Yes, if the partnership is registered, or if you can show a stable relationship: a shared home on paper, a child together, time lived as a couple.

Will the card let me work?

Yes. Holders may work as employees or for themselves without any other authorisation.

Which raft are you tied to?

A few lines are enough: your nationality, where around the ría you live or will live, and what has to be ready by when. We answer by email with the route that fits.
