Work, home, the city
Empadronamiento Vigo: putting your address on the Concello’s register
In Vigo you register at the Concello’s Oficina de Estatística, on the ground floor of the Casa do Concello, Praza do Rei 1: walk in on a weekday, take a ticket from the machine, and with the form, your passport and proof of the home you are registered there and then. No police office takes part. Empadronamiento (empadroamento in Galician) is your entry on the padrón, the register of residents.

The Oficina de Estatística, Praza do Rei 1
The Concello handles the padrón at its statistics service, the Oficina de Estatística, on the ground floor (planta baixa) of the Casa do Concello, Praza do Rei 1, 36202 Vigo. The office box on its pages gives the hours as 9:00 to 13:30, with the 010 phone line (986 810 100 from outside Vigo) and ofi.estatistica@vigo.org for questions; changes of data and certificates are dealt with at window 8B. We found no district offices for the padrón.
Everyone who has made Vigo their habitual home must register there, whether they come from another Spanish town or from abroad; someone who lives in several places registers where they spend most of the year.
Outside the city limits, it is the town where you live that keeps your entry: Redondela, Cangas, Moaña, Nigrán, Baiona, O Porriño and Mos each run their own, with their own forms and lists. This guide covers only Vigo’s, so check with your Concello before going.
A ticket from the machine, or a booking
The Concello serves people in person without an appointment, Monday to Friday: you take a number from the ticket machine, and the day ends when the numbers for registrations run out. The procedure text says tickets are handed out from 8:30, earlier than the opening time in the office box. A cita previa can also be booked, on the Concello’s booking site or through 010, one per household, though the booking site itself labels the padrón as needing no appointment. Bring every paper complete and you are registered on the spot.
Two other ways in. The Rexistro Xeral, the general registry, takes the documents without processing them; the statistics service checks them afterwards and confirms the registration by text message or email. Online, the Carpeta Cidadá (the Concello’s online folder) accepts the application with an electronic signature: a digital certificate, an electronic DNI or Cl@ve permanente. On both routes the registration takes effect once the statistics service has reviewed the papers.
The papers on the Concello’s list
Summarised from the Concello’s procedure page. Originals, and documents in force; if your identity document has expired, the page accepts the paid receipt of its renewal with a copy of the old one.
- The folla de inscrición (hoja de inscripción), the registration form, filled in capitals and signed by every adult being registered
- Foreigners: a NIE document with a photograph, a passport, a residence card or a TIE
- For the home: the title deed or a land registry note, or the lease with its latest receipt (for leases older than a year, the latest rent receipt paid); the Concello may ask for more
- Joining people already registered at the address: the written authorisation of a registered adult who owns the home or holds the lease, their signature on the form and their original DNI
- Renting a room without a lease: the owner’s authorisation
- Children: identity documents of both parents, the child’s birth certificate or Libro de Familia, and the form signed by both parents, or by one with the other’s written consent
Volantes, renewals and changes
Once you are on the padrón, the volante de empadroamento (justificante, in Spanish) can be printed free of charge through the Carpeta Cidadá, or requested at window 8B or at the Rexistro Xeral. It turns up again and again in foreigners’ files, from a European’s green certificate to the TIE prints. Moving within Vigo and correcting personal details are procedures of their own.
Without permanent residence and with a non-EU passport, your entry needs renewing from time to time: the Universidade de Vigo’s guide says every two years, while the Concello’s own pages give no interval. The Concello handles that renewal under its procedure for changing personal details, at window 8B, without appointment, with the original document that proves the new information.
The Concello’s office for immigrants
Foreigners registered on Vigo’s padrón can ask for free legal information on immigration matters at the Oficina Municipal de Atención e Información a Inmigrantes y Emigrantes Retornados, Rúa Martínez Garrido 21 interior, 36205 Vigo (986 442 356), open 9:00–14:00 on weekdays. An interview with the office’s lawyer is booked by email, ofi.inmigracion@vigo.org, or by phone on 986 442 356 or 986 442 096. Its list runs from residence, renewals, visas and student cards to Spanish nationality, legalising foreign documents, recognising qualifications and driving licences, the rules for Europeans, extensions of stay and the return authorisation. The same office prepares the municipal reports that some immigration files need, such as the housing report for family reunification.
Spanish and Galician lessons
The Escola Oficial de Idiomas de Vigo, the Xunta’s public language school on Martínez Garrido, has a department of Spanish for foreigners (español para estranxeiros) and runs courses towards the CELGA certificates in Galician; it asks foreign students to hold a NIE, and places are limited, with pre-registration each year. The Universidade de Vigo’s Centro de Linguas teaches Spanish as a foreign language to people inside and outside the university.
In Vigo
In Vigo the padrón belongs to the Concello: the Oficina de Estatística on the ground floor of the Casa do Concello, Praza do Rei 1, takes walk-ins with a ticket until the numbers run out, and optional bookings through 010. Neither Teófilo Llorente nor any police office handles it.
Questions people ask about this
Empadronamiento Vigo: walk in, or book ahead?
Walking in is enough: the Concello serves people without an appointment, with a ticket from the machine, until the day’s numbers run out (from 8:30, says its procedure page). Booking through 010 or its booking site is optional.
Can I register with my passport, before any Spanish paper?
Yes. The Concello’s list for foreigners includes a passport, alongside a NIE document with photo, a residence card or a TIE.
I rent a room and have no lease. What do I bring?
The owner’s authorisation, according to the Concello. If others are already registered there, the authorisation comes from the adult who owns the home or holds the lease, with their DNI.
Does the padrón give me the right to stay in Spain?
No. It proves an address and nothing else; the right to reside rests on EU registration, or on a visa or permit followed by the card.

Which raft are you tied to?
A few lines are enough: your nationality, where around the ría you live or will live, and what has to be ready by when. We answer by email with the route that fits.
